Developer hooks

Everything Raqvio Agent Guardrails declares uses the raqvio_ag prefix: hooks, tables ({prefix}raqvio_ag_*), options, transients, user meta, the raqvio_ag_manage/raqvio_ag_approve capabilities, the raqvio_ag_ai_agent role, script and style handles, constants (RAQVIO_AG_*) and the agent-facing error codes (raqvio_ag_denied, raqvio_ag_blocked, raqvio_ag_approval_required).
